Niger Crisis: Deadline expires for the coup leaders to cede power, will ECOWAS/France/US military intervention come next?

By RuzekiShadow News.

Key takeaways

  • The ECOWAS deadline has expired.
  • Niger closes its airspace.
  • Algeria repeatedly opposed any military intervention.
  • Chad confirmed it would not intervene militarily.
  • ECOWAS is reportedly drafting military intervention plans.
  • France issue 'code red' travel advisories.
  • France, United States, Spain and United Kingdom evacuate its nationals.
  • Nigeria Senate rejects Bola Tinubu's military resolution.
  • On Sunday, more than 30, 000 Nigeriens joined a pro-junta demonstration in Niamey.

Here's what to know about the Niger Crisis

On 26 July 2023, a coup d'état occurred in Niger, in which the country's presidential guard detained president Mohamed Bazoum, and presidential guard commander general Abdourahamane Tchiani proclaimed himself the leader of a new military junta.

In response, on 30 July 2023, the Economic Community of West African States (ECOWAS) gave Niger's coup leaders a one-week deadline to hand power back to Bazoum or face international sanctions and use of force.

The deadline expired on 6 August 2023. ECOWAS is yet to give directions on its next move. Previously, ECOWAS has intervened in The Gambia to restore democracy following the 2016–2017 constitutional crisis.

The political situation in ECOWAS bloc following the coup in Niger is deadlock. Some member states support the Nigerien coup; while others like Nigeria opposes the coup.

On 1 August, the French foreign ministry announced that it was preparing to evacuate its citizens and that of other European nationals starting that day, citing the unrest in Niamey, the attack on its embassy, and the closure of Niger's airspace.

The Spanish Defence Ministry said it would evacuate more than 70 Spaniards in Niger by air.

On 2 August, the first evacuation flights were carried out. An Italian military plane carried 87 evacuees from Niger and landed in Rome, while 262 evacuees arrived on a French evacuation flight in Paris. In total, 1,079 people were evacuated by France.

The US State Department ordered the evacuation of non-emergency government personnel and eligible family members from its Embassy, which would remain open for "limited, emergency services to U.S. citizens." The United Kingdom also ordered a reduction of staff at its embassy.

In response to the evacuations, the M62 movement called for a peaceful blockade of Niamey Airport until foreign military forces left the country.

On August 6, the one-week deadline for the military junta to hand power back to Bazoum or face military intervention expired without ECOWAS carrying out its threat.

In Niamey, around 30,000 people joined a pro-junta demonstration at Stade Général Seyni Kountché on Sunday, which was also attended by junta member General Mohamed Toumba.

Niger has called on citizens to get ready to defend the homeland.

Algerian president Abdelmadjid Tebboune expressed his opposition to any military intervention, stating "A military intervention could ignite the whole Sahel region and Algeria will not use force with its neighbours".

The junta gave France 30 days to vacate Niger, in accordance with the 1977 Agreement of Technical Military Cooperation. It also closed the country's airspace again, citing the threat of military intervention.

On August 5, reports emerged that the junta, through General Salifou Mody, had formally asked for assistance from the Russian Wagner Group during his visit to Mali. On the same day, sources report that Wagner Group instructors and security specialists have arrived in the capital of Niger, Niamey, from Mali.

After meeting with Bazoum's Prime Minister Ouhoumoudou Mahamadou in Paris, French Foreign Minister Catherine Colonna announced the country's support for an ECOWAS intervention in Niger, without specifying whether it would provide military support.

The Nigerian Senate rejected President Tinubu's request to authorize military intervention in Niger and instead urged him to resolve the crisis by more diplomatic means.

However, the Constitution of Nigeria still permits the President to deploy troops abroad without Senate approval if the President believes the national security is under "imminent threat or danger".

Chad announced that it would not participate in an ECOWAS-led military intervention against the Junta.

The United States, France and other European countries have been involved in Niger because of the Islamist insurgency in the Sahel, which in turn triggered the Jihadist insurgency in Niger led by Al-Qaeda, Islamic State and Boko Haram.

The USA, France, and Turkey have had bases in the country. In 2022 it became a hub of French anti-terror operations after its departure from Mali and Burkina Faso following a series of military coups and anti-French sentiment which paved the way for Russian influence and the entry of its private mercenary firm Wagner Group in the region.

We shall update this Niger Crisis as soon as new information is available.

France to evacuate citizens from Niger as coup leaders get support from West African juntas

By Ruzeki, Shadow News

France announced a planned evacuation from Niger on Tuesday for French and European nationals after a military coup there won backing from two other West African nations ruled by mutinous soldiers.

The French Foreign Ministry in Paris cited recent violence that targeted the French Embassy in Niamey, the capital, as one of the reasons for the decision.

The closure of Niger's airspace also “leaves our compatriots unable to leave the country by their own means,” the ministry said.

The evacuation was starting Tuesday for French and European citizens who wish to leave, it said in a statement. It gave no other details.

By RuzekiShadow News

Last Updated: July 01, 2023

Civil unrest has spread across France in response to Tuesday's fatal police shooting of a 17-year-old in a Paris suburb.

Here’s what to know about France civil unrest:

  • Riots erupted for the fourth night across France last night over the deadly shooting of a teenager by police.
  • Shops were ransacked and dozens of cars and buildings were set on fire in Paris, Lille and Marseilles.
  • Some 994 people were arrested according to France's Interior Minister who deployed 45,000 police in a bid to quell the unrest, 249 who were injured in the clashes.

On Saturday, France's interior ministry said on Twitter that 994 people had been arrested overnight Friday, compared with 875 the previous night, in violence that has plunged President Emmanuel Macron into the worst crisis of his administration since the 2018 Yellow Vest protests.

Riots have rocked all French cities for a fourth day as the government deployed 45,000 police and several armoured vehicles to tackle violent unrest sparked by an officer's fatal shooting of a teenager.

Buildings and vehicles have been torched and stores looted in civil unrest that has spread from Paris into all major cities such as Marseille, Lyon, Toulouse, Nantes, Strasbourg and Lille.

Protests have continued in Paris where Nahel M, a 17-year-old of Algerian and Moroccan descent, was shot during a traffic stop on Tuesday in the French capital's Nanterre suburb.

According to our sources in Paris, Nahel's funeral is due to be held later on Saturday (local time).

On Thursday night, at least 835 people were arrested after protesters caused widespread destruction in dozens of cities, setting cars and buildings on fire, looting stores and clashing with the riot police.

On Friday, many roads in the Paris region and other major cities like Marseille were cordoned off, and public transport routes were disrupted as 45,000 police officers were deployed across the country to try and bring the protests under control.

President Emmanuel Macron called on parents to keep child rioters off the streets, saying some young people appeared to be copying violent video games that had "intoxicated" them.

Speaking after chairing a crisis security meeting, Mr. Macron said about a third of the people arrested over three nights of rioting were "young, or very young".

In Nanterre, the working-class town on the western outskirts of Paris where 17-year-old Nahel M - was shot dead on Tuesday, protesters barricaded streets and hurled missiles at police following a peaceful vigil paid tribute to the youth.

In Marseilles, several clothed police officers were attacked and beaten after being recognised by rioters, according to local newspapers.

In Nantes, as seen on widely shared videos, looters used an Audi R8 sports car to smash into a Lidl supermarket.

The youth shot by police on Tuesday has been identified as Nahel. His mother is Algerian and father Moroccan, according to an acquaintance of the family.

Nahel died from a single shot through his left arm and chest. Police and paramedics tried to resuscitate him but he was declared dead at 9:15 a.m. of Tuesday, 27 June 2023

Russia-Ukraine war live: Kremlin defends retreat from occupied regions as Ukraine recaptures ‘dozens’ of towns

Moscow says the occupied Ukrainian regions ‘will be with Russia forever’ as Ukrainian forces continue rapid advance.

Summary of the day so far…

  • The electricity supply to the Russian-occupied Zaporizhzhia nuclear power plant in southern Ukraine continues to be extremely precarious, the head of the UN nuclear watchdog has said.

  • Russian President Vladimir Putin has signed the four laws ratifying the Russian Federation’s claimed annexation of the occupied Ukrainian regions of Donetsk, Luhansk, Kherson and Zaporizhzhia. Russian forces do not fully control any of the four areas, and it remains unclear where Russia is attempting to set its new external border.

  • Ukraine has made major and rapid advances this week, with President Volodymyr Zelensky saying in an address on Tuesday night that “dozens” of towns have been recaptured. Ukrainian forces captured the town of Dudchany on the west bank of the Dnipro River in their major advance in Kherson region, and in the east, Ukrainian forces were advancing after capturing Lyman, the main Russian bastion in the north of Donetsk province.

  • Pro-Russian leaders in the occupied regions have claimed that the situation is stabilising this morning. Denis Pushilin, installed as governor in Donetsk by Russia has said “the situation on the front line in the Lyman direction is stabilising, the defence line is being strengthened”, while Kirill Stremousov, part of the occupation administration imposed on Kherson, has been quoted saying that Russian forces were “conducting a regrouping in order to gather their strength and deliver a retaliatory blow” in the region, and “the advance of the armed forces of Ukraine in the Kherson direction has stopped”.

  • The UK ministry of defence has said in its daily operational briefing that “Ukraine continues to make progress in offensive operations along both the north-eastern and southern fronts. In the north-east, in Kharkiv Oblast, Ukraine has now consolidated a substantial area of territory east of the Oskil River.”

  • Russia’s foreign ministry has said the Zaporizhzhia nuclear power plant (ZNPP) will operate under the supervision of Russian agencies after the annexation declaration. Rafael Grossi, head of the International Atomic Energy Agency, is expected to visit Moscow in the coming days to discuss the situation at the plant, which has been occupied by Russian forces since the earliest days of the war. Energoatom, the Ukrainian state-enterprise that owns the plant, has said it may restart it to ensure safety.

  • Oleksandr Starukh, Ukraine’s governor of Zaporizhzhia, said that overnight “the enemy fired rockets at the regional centre and the outskirts of the city. Infrastructure facilities were destroyed.”

  • President Zelenskiy has posted a series of images of damaged buildings across social media from recently liberated Lyman, with the message: “Our Lyman after the occupier. All basics of life have been destroyed here. They are doing so everywhere in the territories they seize. This can be stopped in one way only: liberate Ukraine, life, humanity, law and truth as soon as possible.”

  • Russian TV journalist Marina Ovsyannikova, famous for staging an on-air protest against Russia’s war in Ukraine, confirmed she had escaped house arrest over further charges of spreading fake news, saying she had no case to answer.

  • Anatoly Antonov, Russia’s ambassador to the United States, says Washington’s decision to send more military aid to Ukraine poses a threat to Moscow’s interests and increases the risk of a military clash between Russia and the west.

Referendums: Russia-Occupied regions of Ukraine (Eastern Donetsk, Luhansk, the southern Kherson and Zaporizhzhia) vote on joining Russia.

Updated 2130 EAT September 23, 2022

The eastern Donetsk, Luhansk, the southern Kherson and Zaporizhzhia regions of Ukraine begun voting Friday Sept. 23, 2022 on whether to become part of Russia, in referendums that Kyiv and the west have dismissed as 'sham'.

Four Russian-occupied regions of Ukraine are voting in referendums on joining Russia (23-27 Sept 2022)

This week, Russian President Vladimir Putin announced a mandatory troop mobilization of about 300,000 reservists, which also sparked resounding condemnation from the West.

The mobilization comes after Ukrainian forces seized back most of the northeastern Kharkiv region in a huge counter-offensive that has seen Kyiv retaking hundreds of villages under Russian control for months.

The four regions' integration into Russia, which for most political and security analysts is already a foregone conclusion, would represent a major new escalation of the Russia - Ukraine conflict.

The U.S. Secretary of State Antony Blinken said in a UN Security Council session on Thursday, that U.S. will not allow President Putin to get away with war crimes as he lashed out against today's referendums as "sham".

Today's referendums are reminiscent of a similar sort in 2014, which saw the Crimean Peninsula in Ukraine annexed by Russia. The official result from the Autonomous Republic of Crimea was a 97 percent vote for integration of the region into the Russian Federation with an 86 percent voter turnout.

Referendums to join Russia is currently underway in the Donetsk and Luhansk People's Republics, as well as Kherson and Zaporizhzhia regions on Sept. 23-27.

Ballots in Kherson and Zaporizhzhia regions are having this question: "Are you in favor of secession from Ukraine, formation of an independent state by the region and its joining the Russian Federation as a subject of the Russian Federation?"

The voting process in the four regions is untraditional given the short deadlines and the lack of technical equipment. It was decided not to hold electronic voting and use the traditional paper ballots.

In addition, Referendum officials are going door-to-door for the first four days to collect votes, and then polling stations would be open on the final day, that is on Tuesday, for residents to cast ballots and the results of these referendums will be announced on the same day.

Moscow said the 13-hour flight was carried out “strictly in accordance with the provisions of international law” and was not directed against third countries. But Nobuo Kishi, Japan’s defence minister, condemned the exercise as “provocative” and “unacceptable.

Latest Updates on Ukraine-Russia War!

By Ruzeki, Shadow News

In a speech marking Russia's Victory Day on Monday, President Vladimir Putin sought to link his country's struggle against Nazi Germany in World War Two with his invasion of Ukraine and baselessly claimed the West had given him no choice.

Putin said the intervention in Ukraine was necessary as the West was creating "threats next to our borders" and "preparing for the invasion of our land."

He also said the West didn't want to hear Russia's proposals for dialogue.

"NATO countries did not want to hear us," Putin said, adding that that means "they had very different plans and we could see that."

"Russia gave a preemptive rebuff to aggression -- it was a forced and sovereign decision," he said.

Putin told troops that "today you are defending what your grandfathers and great-grandfathers fought for."

He also addressed the soldiers of Donbas" who "together with Russian soldiers" are fighting for the "motherland." Donbas, a sprawling heartland region that blankets much of eastern Ukraine, has been the front line of Ukraine's conflict with Russia since 2014.

Fighting has intensified in the region in recent weeks as Putin refocused his war strategy following stiff resistance from Ukrainian forces.

"I address the servicemen of Donbas," Putin said in the speech. "You are fighting for the motherland, for its future, so that lessons of World War Two are not forgotten," he said, adding, "there is no place in history for the punitive divisions of Nazis."

"We bow our heads in the memory of our comrades in arms who died in the just struggle for Russia," he said.

After those remarks, a moment of silence followed.

What you need to know:

● US First Lady Jill Biden made an unannounced trip on Sunday to Uzhhorod, Ukraine, where she met with Ukraine's First Lady Olena Zelenska at a converted school, which is now used as temporary housing for displaced citizens.

● Ukraine has accused Russia of dropping a bomb on a school in Luhansk region where 90 people were taking shelter. It is feared that sixty people are dead.

● The Ukrainian government said that all women, children and elderly people have been evacuated from the Azovstal steel plant in Mariupol. President Volodymyr Zelensky said more than 300 civilians have been rescued.

● US President Joe Biden will meet virtually with the Ukrainian President and his G7 counterparts during a meeting of the G7 forum on Sunday, deliberately scheduled ahead of Russia's Victory Day.

● Kyiv’s mayor is urging citizens to "be aware" and stay inside Sunday into Monday during the period surrounding Russia's annual Victory Day as Western officials warn Russian President Vladimir Putin could officially declare war on May 9, allowing him to step up his invasion  campaign.
